§ Regulatory framework

The New Mexico Cannabis Control Division, established under the New Mexico Cannabis Regulation Act, licenses and regulates the full cannabis supply chain in the state — including cultivators, producers, manufacturers, retailers, testing laboratories, and couriers. The Cannabis Courier license type exists specifically to authorize third-party transport of cannabis product between other licensed cannabis operators under a single regulatory framework.

Licensed Cannabis Couriers are authorized to transport cannabis product between any combination of licensed Producers, Manufacturers, Retailers, and NM-approved testing laboratories. All transport must move under a compliant manifest documenting the originating and receiving licensees, product categories, quantities, and the transporting courier license. Couriers are prohibited from delivering cannabis products to individual consumers.

Moth Transportation operates exclusively in the B2B segment of the regulated New Mexico cannabis market. All product categories moved by Moth Transportation — including flower, pre-rolls, edibles, concentrates, extracts, vape cartridges, clones, biomass, and compliance samples — travel between licensed New Mexico operators only. Temperature-controlled transport is available for heat-sensitive product categories, including cannabis edibles and solventless concentrates.

All Moth Transportation operations are conducted in accordance with the rules promulgated by the NM Cannabis Control Division and the underlying statutory framework of the New Mexico Cannabis Regulation Act.
